The Commonwealth Home Support Programme (CHSP) offers short‑term and low‑level assistance to help older people remain living at home. The program will continue operating until 30 June 2027 as part of the aged care reforms, with updated access and contribution arrangements applying during this period.
CHSP is an Australian Government funded program that provides entry-level support services for older people who need some help to remain living independently at home.
Generally, CHSP is available to older Australians who need support to continue living independently. Eligibility is determined through an assessment arranged via My Aged Care.
Depending on your assessment and support needs, services may include:
My Aged Care is responsible for assessing an individual’s support needs and helping them understand the types of home‑based services they may be eligible for, as well as the range of approved providers available.
Under the Aged Care Act 2024, funding arrangements support the delivery of in‑home care services based on assessed needs. The level of funding available is determined through the aged care assessment process and may vary depending on individual circumstances and service requirements.
From 1 November 2025, people receiving ongoing aged care services must be registered with My Aged Care and have a current aged care assessment in place.
CHSP services remain not means-tested, but you’ll be asked to make a small contribution toward the cost of your services, based on your financial situation. This is outlined in our Client Contribution Schedule.
Under the new legislation, a lifetime cap of $130,000 on non-clinical service contributions will apply, with daily limits for certain services. Financial assistance, including monthly caps, may also be available.
The government covers most of the hourly rate for CHSP home care services. You’ll only pay the out-of-pocket costs listed in our Client Contribution Schedule.
Important: CHSP will continue until 30 June 2027, but all clients must meet new eligibility rules under the Aged Care Act (e.g., aged 65+, or 50+ for Aboriginal and Torres Strait Islander people).
Rights-Based Care: Older people now have enforceable rights, including dignity, autonomy, and choice.
Support at Home Program: From 1 November 2025, this program replaces Home Care Packages and offers improved in-home care options. CHSP will merge into Support at Home no earlier than July 2027.
Single Assessment System: Faster, streamlined assessments for all aged care services.
Stronger Quality Standards: Providers must meet enhanced governance and compliance obligations.
To continue reciving CHPS services after 1 november 2025 , you must:
